What to Know About Turkey’s REACH Regulation (KKDIK) - Z2Data (2024)

Turkey’s new environmental regulation—officially called KKDIK but often referred to as Turkish REACH—requires manufacturers and other companies to register certain substances starting at the end of 2026. Learn all the key details about this emerging regulation in our primer below.

The KKDIK (also known as the Turkey REACH regulation) is a result of the EU adoption policy and has replaced three pre-existing regulations that controlled chemicals, use of chemicals in products, and distribution of safety data sheets for those products. KKDIK requires registration, evaluation, authorization, and restriction of chemicals in order to protect environmental and human health.

The Turkey REACH regulation applies to both producers and importers of substances and goods in Turkey, as well as manufacturers of substances and goods that operate outside of Turkey but act through an “Only Representative (OR)” located in Turkey. Registration is required for substances, substances in mixtures, substances intended to be released in articles, and substances produced or imported based on tonnage and the substance hazards.

At the end of 2026, registration will apply to:

• All substances over 1000 tons annually
• Substances classified as aquatic acute 1 and aquatic chronic 1 over 100 tons annually
• CMR substances over one ton annually.

By 2028, registration will apply to candidate list substances between 100 and 1000 tons annually, and by 2030 it will apply to candidate list substances between 1 to 100 tons annually. KKDIK applies to substances on their own, in mixtures, or in articles.

All registrants will need to identify their substance and role in the supply chain through the ministry’s chemical registration system portal. Any company that used the inventory SEA portal previously will be able to transfer this information to the new portal.

Similar to EU REACH, notification down the supply chain is required if candidate list substances are found above 0.1% weight by weight in articles. Registration requirements for these substances is based on the tonnage per year mentioned above. For substances intended to be released from articles, the strict registration already in effect is one ton per year.

Unlike EU REACH, KKDIK requires registrations to be approved by qualified experts, who must ensure that safety data sheets are compliant and up to date. While the rest of the regulation is aligned, it’s always important to monitor the substances lists and regulations for updates should they diverge in the future.
